Job summary

The Human Resources Manager is responsible for oversight and implementation of employment policies and practices, as well as strategic planning to prepare our people for sustained service and growth. As a member of the Management Team, the HR Manager performs the role with a high degree of professionalism, independence, collaboration, and critical thinking.  This HR generalist manages our recruiting, training, employee relations and policy implementation, and supports onboarding and benefits administration. The HR Manager will regularly advise the Executive Director on people-related issues, occasionally partner with the Board of Directors on policy and executive performance and compensation management, and also support and advise the Bookkeeper and supervisors on payroll and compensation matters. This position is based at our administrative office in Guerneville, with responsibility for anticipating and responding to the needs of staff at all locations throughout the County.

Duties & Responsibilities 

  • Hold overall responsibility for and perform duties at the professional level in the following functional areas: strategic staffing, compensation, performance management, benefits, health & safety, diversity, leaves of absence, training & development, and employee communications and relations
    • Become and remain familiar with the various jobs at WCCS and the people who hold them; visit the various worksites on a regular basis and seek input from staff on matters affecting their work whenever feasible
    • Primary responsibility for benefits management and communication; work with brokers and consultants to ensure cost-effectiveness for both WCCS and employees
    • Conduct strategic compensation planning and performance/review coordination
    • Maintain up-to-date policies, procedures, databases, and personnel files
    • Keep timely and accurate records to provide management and regulatory reporting & analysis
    • Advise managers on employee actions and separations, with legal support as needed
    • Oversee training program that meets all regulatory requirements (e.g., safety, harassment) and supports managers and staff in meeting job duties safely and effectively
    • Ensure proper and timely handling of workplace injuries and workers compensation claims
    • Serve as mediator and investigator for employee disputes, complaints and reports of policy breaches
    • Periodically survey team members; share results and recommend responses with management
    • Establish and implement effective and compliant methods of recruitment, selection, background and health checks, and integration of new team members; lead or conduct full-cycle recruiting for most positions
  • Assist in building and further developing workplace culture to reflect organizational values
  • Additional projects and tasks, as assigned

Minimum requirements 

  • Culturally sensitive and skilled in working with people from various backgrounds and cultures and skill levels; spoken and written skills in both English and Spanish preferred but not required
  • Experience with the public or nonprofit sector, preferably in a leadership position, is preferred
  • Proven ability to exercise sound judgment, maintain confidentiality and reflect organizational values, even in stressful situations 
  • Dynamic and self-motivated, with strong management and interpersonal skills
  • Proven ability to develop, lead and implement projects in a timely and effective manner
  • Strong organizational, research, and analytical/math skills required to recommend and implement programs with supporting data and reasoning
  • Excellent written and oral communication skills
  • Proficiency in using Microsoft Office suite
  • Hold and maintain a valid CA driver’s license and proof of insurance
  • CA DOJ background check will be performed
