The Medicare Health Insurance Counseling and Advocacy Program (HICAP) is presenting a free and unbiased Medicare Annual Changes and Choices educational seminar on November 17 at 10:00 am at Russian River Senior Center for people wanting to understand the 2018 changes to their Medicare health benefits.
