Transitional Partnership Program
Through a partnership with the Department of Rehabilitation and the West Sonoma County Union High School District, WCCS has been serving the vocational needs of disabled youth since 1997. Called the Transitional Partnership Program (TPP), WCCS provides employment services, job development, placement and follow up services for eligible youth.

Employment Services for People With Disabilities
WCCS is a vendor for the Department of Rehabilitation and works with their counselors to provide job coaching, employment and vocational services to their adult and youth clients.

Benefits to Businesses
Reduced Training Costs Through On-The-Job Training (OJT)
- OJT provides an incentive to hire job seekers by reducing training costs and providing ongoing support and resources for both the business owner and the employee.
- OJT is a non binding contract providing up to $1,500 to offset training costs.
Ongoing Support
WCCS provides free job coaching and retention training for our clients. Our team helps businesses access tax credits to reduce wage costs.
Reduced Labor Costs Through The Work Opportunity Tax Credit (WOTC)
- WOTC provides tax credits to businesses who employ our job seekers.
- WOTC can give a business up to $2,400 in tax relief for up to two years.

People hired through WCCS will be more economical for businesses to train and employ and are proven to have higher job retention rates than the average population.

About Our Staff
Kathleen Roberts, Director of Employment Services, has been working in social services for ten years. Prior to coming on board at WCCS, Kathleen managed a large retirement community and is also a certified personal and professional Coach. Her background includes extensive financial management, program development, project management as well as supervising a diverse staff. Kathleen's passion is fostering a work environment where individuals work together as a team for a common goal and acknowledging the unique contribution each person makes to the success of the whole. She believes that this allows each person to reach their highest potential in the workplace.
What is unique about WCCS employment services? Standing behind each potential employee is an array of support staff: job coaches, employment specialists and training resources.
Emily Heinzelman has over 15 years experience working with people with disabilities. She has worked in many different aspects such as group homes, convalescent homes, In-home health care, public schools, and non-profits. Emily particularly likes working with the youth (18-22) in the Transition Partnership Program, where she has been for over 4 years. She holds a Bachelors in Psychology from Sonoma State University.
Pascale Webb has over 15 years experience in the human resources and health care field. Pascale has worked as a Recruiter and Job Developer in a broad range of business settings from small nonprofits and start-ups to Fortune 500 corporations. Pascale has a Masters Degree in Public Administration. Prior to working as a recruiter and job developer she completed her Bachelor Degree in Social Work from San Francisco State and worked as a Case Manager for a large nonprofit in San Francisco serving low-income individuals and families.
